SACSA published some good notes on basketball officiating quite a while ago – worth a read for anyone trying to get a better understanding of the role of the official/referee.
It was put together a number of years ago, so please note we have not compared it to the current rules for any major changes. However, we think its still useful as the basics remain the same. Although it’s been quite a while since they put it together, our thanks to SACSA for these useful notes.
There are also some practical questions and answers starting on page 14.

so will South Africa have a professional league or a national varsity league ( not USSA tournament ) in the near future

We're holding thumbs Stevie!
There was talk about the resurrection of the pro league fairly recently, but it may still be a little way away. We'll try to put some updates up on mybasketball soon.
